Black cab rapist John Worboys, 60, (pictured in a police mugshot) could still pose a risk to the public, the chairman of the Parole Board has admitted
The chairman of the Parole Board has conceded there is a risk ‘black cab rapist’ John Warboys could attack women again when he is released at the end of the month.
Professor Nick Hardwick defended the board’s decision to release Worboys, but said he ‘could not pretend risk could be eliminated completely’.
Official figures show there were 86 serious violent or sexual offences – such as murder, rape and child abuse – committed by criminals on parole between 2013 and 2016.

Professor Nick Hardwick said the Parole Board was told Worboys’ victims had been informed he was to be released so revealed the decision on that basis.
He said the women had been “failed by the system”.
Prof Hardwick added the process must have been “very distressing” for victims and said he would launch a public consultation as he recognises there is a “lack of transparency” in the Parole Board.
He called on MPs to back his call to change Parole Board Rules which prevent the decision-making process for specific cases to be discussed.
Worboys, who became known as London’s black cab rapist, was convicted of rape and several sexual assaults.
He was jailed indefinitely in 2009 and police have since linked him to more than 100 further rapes and sexual assaults after other alleged victims came forward.
On Wednesday, it was revealed he will be released soon after serving his minimum sentence of eight years.

Philippine President Rodrigo Duterte taunted the head of the Commission on Human Rights (CHR) Saturday, asking if he was a pedophile because of his focus on the killing of teenagers in the government’s bloody war on drugs.
Duterte also suggested to lawmakers that the CHR’s proposed 678 million Philippine peso ($13.2 million) budget could be used to equip police with body cameras if the legislators preferred not to restore funding for the agency, with which he has repeatedly clashed over his anti-drugs campaign.
The CHR requested a budget of 1.72 billion pesos for 2018, but the government proposed 678 million instead. Duterte’s allies in the lower house of Congress then voted to allocate it 1,000 pesos ($20), in what critics of the drugs war said was retaliation for its efforts to investigate thousands of killings in the past 15 months, including those of two teenagers in August.

A police chief criticised for using a convicted child rapist as a paid informant in Newcastle has defended the decision, saying he has received hundreds of messages of support from the public.
Northumbria Chief Constable Steve Ashman said it had always been a moral question, rather than a legal one, about whether it is justifiable to pay the man – known only as XY – almost £10,000 to provide information about his fellow paedophiles.
