The chairman of the Parole Board has conceded there is a risk ‘black cab rapist’ John Warboys could attack women again when he is released at the end of the month.
Professor Nick Hardwick defended the board’s decision to release Worboys, but said he ‘could not pretend risk could be eliminated completely’.
Official figures show there were 86 serious violent or sexual offences – such as murder, rape and child abuse – committed by criminals on parole between 2013 and 2016.

These residents are, in the view of the state, the worst rapists and child molesters who are more likely to commit new offenses.
After sex offenders finish serving prison time for the crimes they committed, an End of Sentence Review Committee assesses whether or not they believe the person is a repeat offender.
Anyone who meets the definition of a ‘sexually violent predator’ is sent to McNeil Island’s center, established in 1991, for an indefinite period of time to receive treatment. Once sent there, it is nearly impossible to convince a court to re-release the person.

Soon after taking over the multiple rape case from Karnaphuli police, the Police Bureau of Investigation (PBI) in Chittagong on Monday night arrested one of the alleged rapists of four women of a family during a robbery on December 13.
Mizan Matabbar, 45, a CNG-run auto-rickshaw driver, of Mongla in Bagerhat, was arrested in Chittagong city’s EPZ area. During primary interrogation, Mizan admitted his involvement, said PBI’s Inspector Santosh Kumar Chakma.
Mizan was giving confessional statement before Chittagong Metropolitan Magistrate Al Imran till filing of this report, said Additional Deputy Commissioner (ADC) (prosecution) Nirmalendu Bikash Chawakrabarty.
A total of five assailants participated in the crime that was plotted by one Abu Sama, said PBI officials, adding that Sama stood guard outside while the rest entered the house around 1:00am.
Mizan took Tk 13,000 as his share out of the total Tk 80,000 they looted from the house, said the officials, adding that they recovered
